After an international competitive tender process, a Fund Manager and a Third Party Monitoring and Evaluation Agent were appointed on 25 April 2016 to undertake a comprehensive inception phase to set up the Fund. The first phase of the initial 5 year-cycle ran from April 2016 to December 2018 and the Fund Manager role was performed by a consortium of 4 partners- ECORYS Netherlands B.V., VNG, INTRAC and AKVO with ECORYS Netherlands B.V. as the lead. The second phase of this 5 year-cycle will run from January 2019 to December 2020 and Mott Macdonald will play the Fund Management role.

CAPACITY DEVELOPMENT PROVIDERS

The FM has only a small management team to implement the CSF. In order to provide training and capacity development to local CSOs, the FM therefore will contract selected capacity development providers, where needed. In order to build a database of such service providers CSF advertised in July 2017 in various newspapers with a request for service providers to make their interest noticed. The CSF fund manager was especially seeking Organizational Capacity Development Service Providers who specialize in training and mentoring and coaching focusing on the following organizational capacity elements:

Organizational governance
Project planning and management
Fundraising
Proposal writing
Financial management
Monitoring and evaluation
Research
Communication management

Interested parties were requested to submit an Expression of Interest for consideration to join the pool of Service Providers whom the Civil Society Facility Project (CSF). Parties will be engaged to deliver various trainings, coaching and mentoring services related to organizational capacity development of national CSOs.
